Because they only have a small window of time in order to save Cas, and he figures he can go get Sam afterward? I imagine he feels rather torn about choosing between them, but if he's assuming Sam is all right and has just wandered off and maybe curled up in a ball of PTSD on the floor somewhere, he can save Cas and then go back for him.

Really, though, it took THIS long for crowstiel to exist, even after all the innuendoes crammed into every line of Crowley's dialogue in the latter part of s6? I started shipping it ages ago. I only just recently decided against writing a fic because I really don't think I can do it justice.
